He has fashioned and molded you (man) by his own image and blown his spirit within

He (God) has fashioned and molded you (man) by his OWN IMAGE and blown his spirit into you (man) regardless of religious divisions and made man Ashrafal Makhluat (the highest of all beings) and the pride of the universe 

Quran 15.29

His spirit (higher self) within man contains honesty, modesty, tranquillity, contentment, justice, selfless, gratitude, sympathy,  reverence, simplicity, humility, patience, content, LOVE, knowledge, and WISDOM

But unfortunately all above are relatively by man’s EGO (His lower self) the opposite of above

Therefore it is not necessary or prerequisite for a man to read Quran or any scripture to know God’s wisdom because when man become conscious about his higher self, man know who is God because man’s higher self is God 

 
However some read the Quran without knowing its meaning 
Some recite the Quran without knowing its meaning 
Because none of them know Arabic 

Although some know Arabic
The meaning of the Quran differs to each persons level of consciousness  
 
Quran states only a purified can touch it because only a purified can know it’s inner meanings 
 
Purification not by external ablution but the purification of the soul 
 

Any man can read the Quran, recite the Quran, by heart the Quran and call himself a believer, a hafiz or an ALim .

You can narrate the Quran in Arabic and brief its tafsir but still the same man can be insincere, devious, greedy, cowardly, selfish, proud and egoist

There is no compulsion in religion 

the right is clearly distinguished from the wrong – Quran 2.256 
 

Despite you read the the Quran or not

God’s fitrah is within every human being

Religiousness cannot bring consciousness unless man himself change 

Once the inner spirit is achieved the outer form would naturally ensure

However man need God’s mercy that HIS guidance (consciousness) is enacted in man’s heart
